The high energy consumption and high pollution product production capacity grows too fast and it is difficult to suppress. From January to May of this year, high-energy-consuming products showed “three highs”, that is, high production growth, high investment growth, and high export growth. The main reason is that these high energy-consuming products have relatively low barriers to entry, investment production is relatively easy, and some have become the pillars of the local economy; industrial adjustment requires a process. The basic work of energy conservation and emission reduction is seriously lagging behind. At present, the industry's energy consumption and emissions statistics methods are not sound. The existing statistical data is difficult to truly reflect the actual situation of the industry, and the establishment and improvement of statistical systems, standards systems, and regulatory systems for energy conservation and emission reduction also requires a lot of hard work. The development and promotion of energy-saving and emission-reduction technologies are insufficient. Promoting energy conservation and emission reduction needs technical support. For those industries that already have mature energy-saving and emission-reduction technologies, the state has also shown insufficient efforts in promoting technology and setting up special support.
Comprehensive utilization of chromium salt residue should be encouraged
In response to the outstanding issues in the petrochemical industry's energy-saving and emission-reduction work, Li Yongwu proposed six suggestions.
Strict market access and strengthened industrial guidance. At present, only a few industries such as ethylene, petroleum refining, and calcium carbide have established market access systems, and most market access systems for high energy-consuming and highly polluting products have not yet been established.
Establish backward exit capacity policy and exit mechanism. At present, the industries such as calcium carbide and yellow phosphorus have developed too fast, the production capacity is too large, the energy consumption is high, the pollution is serious, and the comprehensive utilization level is low. They should be eliminated in accordance with industrial policies. However, due to the elimination of backward production capacity involves all aspects of local economic and social employment, shutting down this part of the company is quite difficult.
Although the technology that plays a key role in energy conservation and emission reduction in the industry has achieved exemplary industrial results, there are still certain risks in application. The government should give support in terms of policies.
The State shall encourage the comprehensive utilization of chromium salt slag and support the metallurgical industry's research on the use of chromium salt slag for the production of chromium-containing alloy steel to eliminate the environmental pollution of chromium salt slag and realize the comprehensive utilization of resources.
Considering that the three major companies such as national energy security and PetroChina enhance their overall competitiveness, major petrochemical state-owned enterprises are not included in the list of entities in the WTO Government Procurement Agreement (GPA). If the state-owned enterprises are included in the GPA list, they can also adopt a selective, phased approach to entry, and only release equipment procurement, technical services, and engineering construction for “government purposes.” State-owned oil reserves are not included in the "Government Purchase Agreement."
